To join a Faction you must be part of the race or you may approach the leader of that faction and ask to join, a leader of a faction at any time may approach a member and ask that they would join, at that point it is the choice of the member in question if they are to join or not.
If a member chooses not to join a Faction they are classified as a free agent and can ask to join an event, at this time the faction leader can choose to let them join or to exclude them from the event, but if that person is part of the faction the leader has no say if they are to join the event or not.
a character can only be part of one faction but a person may have different characters be a part of different factions.
